Practical problem. "Buried in a way that feeds something" is easy on land you own and nearly illegal in most cities. I do not want a rite only available to people with a garden.

Then the claim should be about intent and effort, not about outcome. Someone who spends a year fighting a council and loses has kept the rite.

Agreed, and that is the amendment I will bring. A rite that only the landed can keep is a class filter with incense on it.
