Understanding it — context, not catechism: how this passage is held

The Wiccan Rede — "an it harm none, do what ye will" — is deliberately minimal, and its brevity is a stance: no commandments, no sin, and no external authority, only a conditional placed on freedom. The interpretive work is all in "harm none," which practitioners argue includes oneself and gets genuinely difficult in real situations. The Threefold Law, that what you send out returns three times over, functions as the accounting mechanism where a judging God would be in other traditions.
