The examination society.

For thirteen hundred years the Chinese state was staffed by whoever could write the best essays on the classics — Confucianism as the world's longest-running civil service.

The examination system is Confucianism made into an institution: from the Sui dynasty to 1905, the Chinese state recruited by written examination on the classics, in principle open to any man regardless of birth. In practice, years of study required family resources, so it produced a scholar-gentry class rather than genuine mobility — but it did make learning the acknowledged route to power for thirteen centuries, which shaped East Asian attitudes toward education in ways that remain visible.
