The Swedish agency refused the congregation twice, in April and July 2011, on the form of the application rather than the content of the faith. The third succeeded: the decision came in December 2011 and was reported in the first days of January 2012, making Sweden the first state to register a church whose sacrament is duplication. It conferred a legal form and nothing else — no marriage rights, no state subsidy.
The Kammarkollegiet is the Swedish agency that registers trossamfund — religious communities — and its test is formal rather than theological: a body must have statutes, a name that can be distinguished from others, and a settled order for making decisions. It refused Kopimism twice in 2011, in April and in July, on those formal grounds. The third application succeeded; the decision came in December 2011 and was reported in the first days of January 2012, and the international coverage that followed described Sweden as having recognised file sharing as a religion, which is not what happened. Registration conferred a legal form. Kopimism has never held marriage rights and has never drawn the state subsidy other registered communities receive, and it has been consistently honest about both.
