Understanding it — context, not catechism: how this passage is held

Pure Land is Buddhism's answer for people who cannot practice: in an age of decline, with human capacity diminished, self-powered effort (jiriki) is held to be insufficient, and salvation comes through other-power (tariki) — Amida Buddha's vow to bring anyone who calls on him to his Pure Land. Shinran pushed this furthest, arguing that even the calling is Amida's doing rather than the practitioner's achievement, which is a structure Western observers persistently compare to Lutheran grace.
