Understanding it — context, not catechism: how this passage is held

Shinto has no membership: you do not join, and there is no conversion. Households are traditionally attached to a local shrine as ujiko — parish members by geography — and participation is by attendance at festivals and life events rather than by profession of belief. Surveys asking Japanese people whether they are Shinto return low numbers while shrine visits run into the tens of millions annually, and both figures are accurate.
