Core tenet of Vajrayāna

The teacher's transmission is essential.

Without the lama's empowerment the techniques are just calisthenics.

Understanding it — context, not catechism: how this passage is held

In Vajrayana the teacher is not an instructor but the mechanism: empowerment must be received from someone who holds the lineage, the guru is visualized as inseparable from the Buddha in practice, and the samaya bond between teacher and student is treated as the practice's foundation. This concentration of authority has produced both extraordinary transmission and serious, well-documented abuse, and Tibetan teachers including the Dalai Lama have publicly urged students to investigate teachers thoroughly before committing.
