Catholic authority is layered: the local parish, the diocesan bishop, the national conference, and the magisterium — the teaching office of the pope and bishops together. Papal infallibility, defined in 1870, is far narrower than popular understanding suggests and has been exercised unambiguously perhaps once since. Most Catholic teaching is ordinary magisterium, which binds without that guarantee, and the relationship between that teaching and individual conscience is argued about constantly.
