Orthodoxy is conciliar: the seven ecumenical councils are the standard, and no single bishop can define doctrine for the whole church. The Patriarch of Constantinople is first among equals with honor but not jurisdiction over other patriarchs, which is precisely the disagreement with Rome. The system's cost is visible in the current rupture between Constantinople and Moscow over Ukraine, since there is no mechanism above the patriarchs to resolve it.
