Buddhism has gods and no creator. The universe is beginningless and moves by cause and condition rather than decree — which is why there is no problem of evil here, and no one to appeal to.
Buddhism is not atheist in the ordinary sense; it is uninterested in the creator question and blunt about the answer. The early texts have Brahma believing himself the creator because he happened to arrive in the world first and did not see anyone come before him — a joke at the expense of theology, told deadpan. The consequences run deep: there is no problem of evil, since no one is responsible for the arrangement; there is no grace from outside, since no one is dispensing it; and there is nobody to be angry at. Every Buddhist account of why things are as they are terminates in cause and condition, not in intention.
