Understanding it — context, not catechism: how this passage is held
If the soul can never merge with God, then the relationship is permanently personal, and devotion is not a stage on the way to knowledge but the destination. Dvaita therefore places bhakti at the center in a way Advaita structurally cannot, and it is the philosophical foundation for much of the Vaishnava devotional movement that followed, including the Haridasa singers of Karnataka.
