The prophet holds the priesthood alone and delegates nothing that matters — marriages, property, membership. It is the doctrine that made Warren Jeffs' hold on the church survive his imprisonment.
One-man rule is the FLDS's distinguishing doctrine and the source of most of what has happened to it. The prophet holds the priesthood keys alone; he assigns marriages, controls the property trust, and can strip a man of his family and his standing and reassign both. Leroy Johnson governed with a priesthood council; Rulon Jeffs abolished it in favour of one-man rule; Warren Jeffs used it to expel hundreds of men and boys from Short Creek and reassign their wives and children. The same doctrine is why his imprisonment in 2011 did not end his authority — no mechanism exists to replace a prophet who has not died.
