Every sura but one opens in the name of God the Compassionate, the Merciful — and a hadith holds that His mercy prevails over His anger. Justice is real; mercy is realer.

The formula that opens every sura but one — in the name of God, the Compassionate, the Merciful — puts two words for mercy from the same root (r-h-m, which also gives the word for womb) in front of every act of reading. The tradition builds on that: a hadith qudsi has God saying His mercy prevails over His wrath, and the theological schools argue about how far it reaches without disputing that it leads. Justice is fully real in Islam — the Day of Judgment is vivid and detailed — but the ordering claim is that mercy is the wider category.
