Understanding it — context, not catechism: how this rite is held
Ordination is to a specific office and by the laying on of hands of a presbytery rather than a bishop, and Presbyterian churches ordain two kinds of elders: teaching elders (ministers) and ruling elders (lay members elected by the congregation), who sit together with equal vote in the councils. That parity of clergy and laity in governance is the practical heart of the system.
