The Tao is not a god and not worshipped: it is the way things go, the pattern that produces and dissolves everything without intending to. It is described as empty, inexhaustible, and prior to the gods themselves, and the tradition's consistent line is that it does nothing and leaves nothing undone. Religious Taoism populated its heavens with a vast bureaucracy of deities, but they are inside the Tao rather than in charge of it — which is a genuinely different arrangement from the theisms.
