The Virgin Mary.
Not a distant intercessor but the movement's working authority, giving specific and current instructions through three named visionaries. The apparition tradition behind it is entirely mainstream Catholic — Fatima, La Salette, and Kibeho across the border in Rwanda, which Ugandan Catholics knew well.
Mary in this movement is not the intercessor of the rosary but a superior officer. She gave instructions with content and dates, relayed through Mwerinde, Kibwetere and Kashaku, and those instructions superseded the diocese. The Catholic Church in Uganda distanced itself and eventually removed the priests involved, which the movement read as further evidence that the institution had failed. The iconography stayed entirely conventional throughout — the same Fatima images anyone in the region would recognise — which is part of why the movement did not look, to its neighbours, like anything unusual until March 2000.
