You join a meeting by participating until both you and the meeting recognize it — then a clearness committee says what everyone already knows.
Membership is applied for and considered by a small committee that visits, talks, and discerns readiness — a process closer to mutual recognition than to enrollment. Many people attend for years without applying, and are called attenders rather than members with no loss of standing in worship. There is no creed to affirm, which means Quaker meetings today range from explicitly Christian to nontheist, a spread the tradition manages with visible strain.
