Quaker business is conducted in worship: there is no voting, and decisions are made by seeking the sense of the meeting, with a clerk discerning and testing it. A single Friend can hold a decision by standing in the way if genuinely led, though the discipline expects that to be exercised rarely and gravely. The method is slow and has been widely borrowed by secular consensus movements, usually without the underlying premise that makes it work.
