The movement's founding complaint was that Ugandan Catholic practice had gone lax and that the ten commandments were being broken casually and constantly. Everything else in the rule follows from taking that complaint literally.

Understanding it — context, not catechism: how this passage is held

The movement's complaint was a recognisable Catholic one and it was widely shared in south-western Uganda in the 1990s: that the church had gone soft, that people lied and drank and slept around and still received communion, and that a country living through AIDS and civil war was being offered nothing serious. The Restoration's answer was to take the ten commandments as an operating manual and remove every occasion of breaking them. Read that way the silence, the celibacy and the fasting are not exotic; they are what you get if you take a familiar complaint absolutely literally and give it a farm to run on.
